Position Description

Position Purpose:
To provide highly specialized support and advice to the Commodities businesses within RBC Capital Markets, particularly those located within the U.S., in partnership with other Compliance and legal professionals, with a view to ensuring appropriate compliance coverage of, and the maintenance of an appropriate regulatory and compliance risks for, these businesses.

Key Accountabilities:
1. Compliance manager and deep subject matter expert for the Energy and Commodities sales and trading businesses, which are a continued international growth initiative for RBC, working in partnership with Compliance and legal professionals in other areas and geographies to ensure coordinated oversight and control for these businesses.
a. Physical Power Trading - Responsible for creating, implementing and maintaining a compliance infrastructure for the North American business and ensuring that it remains current, providing compliance solutions and day-to-day advice. There is a high degree of expertise and specialized knowledge required of the incumbent in order to provide an adequate level of professional coverage for this complex business area. Some of the specifics include: advising the business on infrastructure issues, and regulatory developments.
b. Related Commodities trading businesses in the US - Responsible for creating, implementing and maintaining global compliance programs for (non-futures) Commodities trading businesses in a manner consistent with that applied in regard to other US based businesses and RBCs Commodities businesses globally. Creating appropriate policies and procedures and ensuring cooperation with Compliance groups globally to ensure that Commodities trading businesses are appropriately supported and integrated into the global Compliance infrastructure.
c. Exchange Memberships - Providing oversight and strategic direction related to the application for any new exchange memberships ancillary to the physical power trading and (non-futures) commodities businesses and the creation, implementation and maintenance of appropriate compliance monitoring and oversight for any exchange trading activities, particularly in the US. This includes the creation of daily and periodic trade reviews, and policies and procedures related thereto.
d. Managing relationships with numerous North American regulators with oversight over these businesses, including organizing routine regulatory examinations and periodic reviews. Providing assistance and guidance to the businesses on regulatory issues with a view to maintaining an appropriate level of risk to the enterprise. Assisting with the management of any regulatory reviews, investigations or disputes, submission of regulatory filings, exemptions and interpretive requests, and where appropriate submitting complaints to regulators, all directed toward supporting the Commodities trading business, working in conjunction with appropriate legal and other internal partners.
2. In the context of creating comprehensive and revolutionary compliance monitoring and business supervisory programs, particularly in areas which are new to RBC and may be new generally, responsibilities also include managing relationships and projects with multiple RBC groups at a senior level, including Law, Operations, Risk Management, other Compliance groups and business leaders, on a national and Enterprise-wide basis. Ensuring that all newly created or revised compliance policies, procedures and practices follow existing RBC protocols, integrate into RBC practices generally and are consistent within the overall RBC approach to multijurisdictional regulatory requirements and risk appetite in a fashion appropriate to this specialized business area.
3. Provide specialized knowledge to the RBC CM Global Middle Office in respect of documentation relating to the maintenance of appropriate compliance practices in relation to these business areas.
4. Provide specialized knowledge in respect of the review by the New Business Committee or Structured Transactions Oversight Committee of papers presented to them which impact on these businesses or regulatory areas and providing comments and feedback to ensure decisions are appropriate to compliance and regulatory considerations.
5. Provide on going advice and guidance on compliance and regulatory matters to and in respect of the supported businesses and other functional areas of RBC.

Job Requirements: (Knowledge/ Experience):
Required:
? A minimum of 8 years of relevant experience with physical power trading and/or (non-futures) commodities legal or compliance work, preferably in-house or at a law firm
? Undergraduate and Law (J.D. or LLB) degrees
? Ability to work independently, managing various competing priorities with a heavy workload
? Strong ethics coupled with respect for the highest standards
Preferred:
? Experience developing and implementing trader/dealer policies and procedures
? Experience conducting surveillance reviews, conducting trade desk audits
? Series 7, 24, 14 licenses
